A Saudi government watchdog has said the subpar technical and administrative expertise of government agencies and the inefficiency of project management personnel is faltering government projects in different parts of the country.
The Control and Investigation Board (CIB) has also blamed local contractors who also suffer from similar deficiencies and cited incidents where contractors had been awarded new contracts only because they were the lowest bidders, despite their failure to execute previous projects on time.
In the report, the CIB asked the labour ministry to devise a package of incentives for contractors, such as facilitating the import of labour in accordance with the value and nature of the projects. 
The report also highlighted difficulties faced by contractors in securing water and electricity connections to work sites, and said this had also led to undue delays implementing certain projects.
